KOLKATA, 3 NOV: The state government and the New Kolkata Infrastructure Development (NKID), led by NRI businessman Mr Prasoon Mukherjee, today signed what was dubbed as a “project development agreement” for setting up of an eco-tourism and thermal power station at Nayachar making significant changes to the earlier agreement signed on 31 July 2006 by the previous Left Front government.

However, in a throwback to the stand taken by the previous government over the agreement with Tata Motors at Singur, the present commerce and industry minister, Mr Partha Chatterjee, indicated that the entire agreement would not be made public. Asked whether the agreement would be made public Mr Chatterjee said: “Why? We can assure that the parts of the commercial treaty that can be made public and concern the general people would be brought in the open.” He, however, agreed to release excerpts of it before the media sometime later. Former industry minister Mr Nirupam Sen had been put in the dock quite often for his remark that the agreement with TML and the state government was a “trade secret”.

Mr Chatterjee assured that the state government has taken into consideration everything necessary to ensure that the state’s interests are guarded as well in their deal. Some changes would also be made in the lease document for 38,000 acres of land handed over to NKID. In fact, the quantum of land for the three projects, including eco-tourism, industrial park for fishermen and thermal power plant, would be reduced to 11,800 acres of land. Mr Chatterjee also said that work for the project would begin from December this year.

According to wikipedia
"Fascists advocate the creation of a totalitarian single-party state that seeks the mass mobilization of a nation through indoctrination, physical education, discipline and family policy (such as eugenics). That state is led by a supreme leader who exercises a dictatorship over the fascist movement, the government and other state institutions.Fascist governments forbid and suppress opposition."
